MSW Landfill Risk Assessment & Remediation

MSW Landfill Risk Assessment & Remediation

填埋场环境污染隐患风险评估与治理

Following the Technical Guideline for Environmental Risk Assessment and Remediation of MSW Landfills (Doc. No. 60/2025) jointly issued by MOHURD and MEE in Dec 2025, SENEVEN provides full-chain professional services covering hazard inspection, risk grading, site-specific remediation planning, and long-term monitoring for landfill owners across China.

Overview

The service framework covers all 8 risk factors defined in the national guideline (4 safety + 4 environmental). SENEVEN holds proven competence in the two highest-weighted environmental factors—leachate leakage and groundwater contamination—and serves as third-party assessor, remediation planner and long-term compliance support.

Principle

Methodology: dual-track grading combining "key-factor screening" with composite scoring on a 100-point scale. Safety hazards weighted 40 points across 4 sub-factors, environmental hazards weighted 60 points across 4 sub-factors. SENEVEN deployment: (1) leakage detection per ASTM D7007 / D8265; (2) HRSC framework for groundwater investigation; (3) tiered long-term monitoring—PLLS (Permanent Leak Location System) pre-embedded for new builds, online water-quality + leachate level systems for legacy sites.

Features

  • Aligned with MOHURD/MEE Doc. No. 60/2025 latest methodology
  • 8-factor scoring + key-factor threshold dual judgment
  • Leakage detection per ASTM D7007 / D8265, 1 mm resolution
  • Groundwater investigation via HRSC framework + 3D plume inversion
  • Site-specific (one-site-one-strategy) remediation planning
  • Long-term monitoring: PLLS (Permanent Leak Location System) pre-embedded for new builds; online water-quality + leachate level systems for legacy sites
  • Helps clients meet provincial filing deadline of Apr 30, 2026
  • Scenarios

    Risk Grading Assessment

    Risk Grading Assessment

Conducts on-site inspection and grading per the 8-factor scoring system. Deliverables: hazard inspection report, risk grading report, key-factor verification record, statutory annexes 1/2/3.
    Site-Specific Remediation Plan

    Site-Specific Remediation Plan

Develops precise, condition-specific remediation plans. Core technologies: slope optimization, gas collection upgrade, leachate management, leakage detection per ASTM D7007 / D8265 with in-situ/ex-situ repair, groundwater pump-and-treat with monitored natural attenuation. PLLS (Permanent Leak Location System) pre-embedment recommended during construction for new double-liner systems and fly-ash cells.
    Long-Term Monitoring & Maintenance

    Long-Term Monitoring & Maintenance

Landfills are living bio-reactors. SENEVEN delivers tiered long-term monitoring based on actual project conditions: New builds (preferred) • PLLS (Permanent Leak Location System) long-term monitoring: pre-embedded electrode arrays + 24/7 cloud acquisition + hour-level leak alerting • Suitable for new landfill cells, fly-ash disposal cells, double-liner systems • Note: PLLS must be embedded during liner installation — cannot be retrofitted Legacy / existing sites • Online water-quality monitoring: multi-parameter sensors (pH, conductivity, COD, ammonia, heavy metals) deployed in groundwater monitoring wells with cloud-based alerting • Leachate level auto-monitoring: electronic level gauges with continuous data acquisition to prevent over-head conditions • Periodic well sampling: annual/quarterly sampling + lab analysis • Suitable for landfills stopped before end of 2024, in-use simple landfills, in-situ closed sites Universal compliance support (both new and legacy) • Annual facility inspection reports (leachate collection, drainage, gas management) • Regulatory compliance filings to local authorities • Direct data feed to MOHURD/MEE provincial monitoring platforms
